কুমিল্লা ও সিলেটগামী দুরপাল্লার সকল বাস আগামী ২ মে থেকে এবং চট্টগ্রামগামী সকল বাস আগামী বছরের জানুয়ারি হতে ঢাকার অভ্যন্তরে কোনও কাউন্টার রাখতে পারবে না বলে নিষেধাজ্ঞা দিয়েছেন ঢাকা দক্ষিণ সিটি করপোরেশনের বর্তমান (ডিএসসিসি) মেয়র ব্যারিস্টার শেখ ফজলে নূর তাপস।
গত বুধবার (১ মার্চ) সন্ধ্যায় নগর ভবনের মেয়র হানিফ মিলনায়তনে বাস মালিক শ্রমিক সমিতির সাথে মতবিনিময় ও সমন্বয় সভায় ডিএসসিসি মেয়র ব্যারিস্টার শেখ তাপস এ কথা বলেন। ঢাকা উত্তর সিটি করপোরেশনের বর্তমান (ডিএনসিসি) মেয়র মো. আতিকুল ইসলাম এ সভায় উপস্থিত ছিলেন।
সভায় বাস মালিক ও শ্রমিক সংগঠনের নেতারা বাস রুট রেশনালাইজেশনের আওতায় আন্তজেলা সকল বাস টার্মিনালগুলো ব্যবহার উপযোগী হওয়ার পরেই ঢাকা শহরের অভ্যন্তর হতে বাস কাউন্টার বন্ধ করার সিদ্ধান্ত গ্রহন করেছেন। দেশের দক্ষিণাঞ্চলের যে সকল বাসের রুট পারমিট স্তগিদ রয়েছে সে সব বাসের রুট পারমিট পুনরায় চালু করাসহ বেশ কিছু প্রস্তাবনা দেন।
মালিক শ্রমিক সংগঠনের নেতাদের প্রস্তাবনার জবাবে ঢাকাসিক বর্তমান মেয়র ব্যারিস্টার শেখ তাপস বলেন, ‘যে শহরের গণপরিবহন ব্যবস্থাপনা যত বেশি শৃঙ্খলিত ও মার্জিত সে শহর তত বেশি বাসযোগ্য ও যুগউপযোগী। আপনাদের যে সকল প্রস্তাবনা রয়েছে তা যদি সঠিকভাবে বিবেচনা করা হয় তাহলে বিষয়টা দাঁড়ায় যে, দিন শেষে তালগাছ আমার! আমাদের এটা (ঢাকা অভ্যন্তরীন বাস কাউন্টার বন্ধ) করা আবশ্যক। বাস টার্মিনালে ঢুকতেই হবে। না হলে ঢাকার গণপরিবহনের শৃঙ্খলা কখনও আসবে না। অবশ্যই আমরা অনুধাবন করি যে, বাস্তবতা এটাই সব সিদ্ধান্ত একসঙ্গে বাস্তবায়ন করা সম্ভব না। এজন্য আমরা পর্যায়ক্রমে, ধাপে ধাপে আমরা অগ্রসর হবো।’
ডিএসসিসি মেয়র ব্যারিস্টার শেখ তাপস বিভিন্ন পর্যায়ের রূপরেখা উল্লেখকরে বলেন, ‘আজকের সমন্বয় সভার ভিত্তিতে সামগ্রিক পর্যালোচনা ও সামনের পবিত্র ঈদ উল আযহার সময় বিবেচনায় নিয়ে এ পর্যায়ে আমরা ১ এপ্রিলের পরিবর্তে ২ মে (১ মে ঈদের বন্ধ) থেকে সিলেট ও কুমিল্লাগামী দুরপাল্লার সকল বাসের সকল কাউন্টার সায়েদাবাদ বাস টার্মিনালে স্থানান্তর করতে হবে। আর আগামী বছরের ডিসেম্বরের মধ্যে কাঁচপুরের আন্তঃজেলা বাস টার্মিনাল পুর্ননির্মান করে ব্যবহার উপযোগী করা হবে। সেহেতু আগামী বছরের জানুয়ারি থেকে সেখানে চট্টগ্রাম, সিলেট ও কুমিল্লাসহ ওই এলাকার দুর দুরান্তের সব জেলার বাস কাউন্টার সেখানে স্থানান্তর করতে হবে। আমাদের লক্ষ্য হলো ঢাকার অভ্যন্তরে তখন আর কোনও কাউন্টার রাখা হবে না।’
ঢাকা উত্তর সিটি করপোরেশনের (ডিএনসিসি) বর্তমান মেয়র মো. আতিকুল ইসলাম বলেন, ‘আসন্ন রমজান মাসে জনগণের দুর্ভোগ কমানোর লক্ষ্যে সেটি গুরুত্ব দিয়ে সড়কে শৃঙ্খলা সুনিশ্চিত করতে হবে। রমজান মাসে সড়কে যান চলাচল স্বাভাবিক রাখতে প্রয়োজনীয় সকল ব্যবস্থা গ্রহণ করার জন্য আমি সংশ্লিষ্ট সকলের প্রতি জোরালো আহ্বান জানাচ্ছি। আমি চাই রমজান মাসে যেন নতুন করে কোনও অভিযান পরিচালনা করতে না হয়।’
এছাড়াও ডিএনসিসি মেয়র বলেন, ‘ঢাকা শহরের যানজট নিরসনে আন্তজেলা বাস টার্মিনালগুলো শহরের বাহিরে স্থানান্তর করতে আমরা ইতোমধ্যে কার্যক্রম শুরু করেছি। মুলত মেট্রোরেলের স্টেশনগুলোর সাথে সমন্বয় করে নতুন বাস টার্মিনাল নির্মাণ করা হবে। ট্রানজিট ওরিন্টেড ডেভেলপমেন্টের (টিওডি) মাধ্যমে যাত্রীদের যাবতীয় সেবা সুনিশ্চিত করা হবে। তাছাড়া টার্মিনাল নির্মাণের পূর্বে মহাখালী বাস টার্মিনালটি পেছনের অংশে বর্ধিত করে টার্মিনালের পরিপুর্ন শৃঙ্খলা নিশ্চিত করা হবে। পেছনে বর্ধিত করলে টার্মিনালের বাস ধারন ক্ষমতা বা ক্যাপাসিটি বাড়বে। দ্রুতই এটি বাস্তবায়ন করা হবে।’
উক্ত সভায় সায়েদাবাদ বাস টার্মিনালের আধুনিকায়ন করা পর কী কী অনুষঙ্গ থাকছে তার বিস্তারিত বিবরণ উল্লেখ করা হয়। এ সময় ঢাকা মহানগরীর বাস গণপরিবহনকে শৃঙ্খলায় নিয়ে আসতে দুই মেয়রের সাথে একযোগে এবং ঐক্যবদ্ধভাবে কাজ করার লক্ষ্যে বাস মালিক শ্রমিক সংগঠনের নেতারা তাদের প্রতাশীত অঙ্গীকার ব্যক্ত করেন।
অনুষ্ঠানে অন্যান্যের মধ্যে বাংলাদেশ সড়ক পরিবহন ও শ্রমিক ফেডারেশনেরে সভাপতি বীর মুক্তিযোদ্ধা শাজাহান খান এমপি, ঢাকা-৬ আসনের সকল সংসদ সদস্য উপস্থিত ছিলেন। এ সময় উপস্থিত ছিলেন কাজী ফিরোজ রশীদ, বাংলাদেশ সড়ক পরিবহন মালিক সমিতির সভাপতি সংসদ সদস্য মশিউর রহমান রাঙা ও মহাসচিব খন্দকার এনায়েত উল্লাহ, বাংলাদেশ সড়ক পরিবহন শ্রমিক ফেডারেশনের সাধারণ সম্পাদক ওসমান আলী সহ ডিটিসিএ এর নির্বাহী পরিচালক সাবিহা পারভীন, যুগ্ম পুলিশ কমিশনার (ট্রাফিক) এস এম মেহেদী হাসান প্রমুখ নিজ নিজ বানীতে বক্তব্য পেশ করেন।

The present Mayor of Dhaka South City Corporation (DSCC) barrister Sheikh Fazle Noor Tapas has banned all Durpalla buses going to Comilla and Sylhet from May 2 and all buses going to Chittagong from January next year.
Last Wednesday (March 1) in the evening of Nagar Bhaban Mayor Hanif Auditorium, DSCC Mayor Barrister Sheikh Tapas said this in an exchange of views and coordination meeting with the Bus Owners Workers Association. The current (DNCC) Mayor of Dhaka North City Corporation. Atiqul Islam was present in this meeting.
In the meeting, bus owners and labor union leaders decided to close bus counters from within Dhaka city only after all the bus terminals in the districts are usable under bus route rationalization. He made several recommendations including re-opening the route permits of all the buses in the southern part of the country that have suspended route permits.
In response to the proposal of the leaders of the owners' labor organization, the current mayor of Dhaka, Barrister Sheikh Tapos, said, 'The more orderly and elegant the public transport management of the city, the more livable and useful the city is. If all your suggestions are properly considered then the point is that at the end of the day, the palm tree is mine! We have to do it (stop bus counters within Dhaka). Must enter the bus terminal. If not, Dhaka's public transport system will never come. Of course we realize that the reality is that not all decisions can be implemented simultaneously. That's why we will progress gradually, step by step.'
DSCC Mayor Barrister Sheikh Tapas, referring to the outline of various stages, said, 'Based on today's coordination meeting, taking into account the overall review and the upcoming holy Eid-ul-Azha, at this stage, instead of April 1, we will close all the counters of all Durpalla buses going to Sylhet and Comilla from May 2 (Eid closure on May 1). Transfer to Syedabad Bus Terminal. And by December next year Kanchpur inter-district bus terminal will be reconstructed and made usable. Therefore, from January next year, the bus counters of all the districts of Dur Durant in that area, including Chittagong, Sylhet and Comilla, will have to be transferred there. Our goal is that no more counters will be kept inside Dhaka.
Dhaka city mayor of Dhaka North City Corporation (DNCC). told, "In order to down the suffering of the city people in the upcoming month of Ramadan 2023, it should be given importance and order should be ensured on the road. I strongly appeal to all concerned to take all necessary measures to keep traffic on roads normal during the month of Ramzan. I want no new operations to be conducted in the month of Ramadan.
Also, DNCC Mayor said, 'We have already started activities to shift the Antjela bus terminals outside the city to solve the traffic congestion in Dhaka city. Basically the new bus terminal will be constructed in coordination with the metro rail stations. All passenger services will be ensured through Transit Oriented Development (TOD). Moreover, before the construction of the terminal, the Mahakhali bus terminal will be extended in the rear part to ensure the complete order of the terminal. Extending the rear will increase the bus carrying capacity of the terminal. It will be implemented soon.
In the said meeting, the details of the facilities after modernization of Syedabad Bus Terminal were mentioned. At this time, the leaders of the bus owners labor organization expressed their expected commitment to work together and unitedly with the two mayors to bring the bus public transport of Dhaka city in order.
Bangladesh Road Transport and Labor Federation president Bir Muktijodha Shajahan Khan MP, all members of parliament from Dhaka-6 constituencies were present on the occasion. Kazi Feroz Rashid, President of Bangladesh Road Transport Owners Association Member of Parliament Moshiur Rahman Ranga and Secretary General Khandaker Enayet Ullah, General Secretary of Bangladesh Road Transport Workers Federation Osman Ali along with Executive Director of DTCA Sabiha Parveen, Joint Commissioner of Police (Traffic) SM Mehdi Hasan and others presented their speeches in their respective speeches.
